Syrian prime minister survives Damascus bombing, six die

BEIRUT (Reuters) - Syria's prime minister survived a bomb attack on his convoy in Damascus on Monday, as rebels struck in the heart of President Bashar al-Assad's capital.

Six people were killed in the blast, the British-based Syrian Observatory for Human Rights said. Previous rebel attacks on government targets included a December bombing which wounded Assad's interior minister.

As prime minister, Wael al-Halki wields little power but the attack highlighted the rebels' growing ability to target symbols of Assad's authority in a civil war that, according to the United Nations, has cost more than 70,000 lives.

Assad picked Halki in August to replace Riyadh Hijab, who defected and escaped to neighboring Jordan just weeks after a bombing killed four of the president's top security advisers.

Monday's blast shook the Mezze district soon after 9 a.m. (2:00 a.m. EDT), sending thick black smoke into the sky. The Observatory said one man accompanying Halki was killed as well as five passers-by.

State television showed firemen hosing down the charred and mangled remains of a car. Close by was a large white bus, its windows blown out and its seats gutted by fire. Glass and debris were scattered across several lanes of a main road.

"The terrorist explosion in Mezze was an attempt to target the convoy of the prime minister. Dr Wael al-Halki is well and not hurt at all," state television said.

It later broadcast footage of Halki, who appeared composed and unruffled, chairing what it said was an economic committee.

In comments released by the state news agency SANA but not shown on television, Halki was quoted as condemning the attack as a sign of "bankruptcy and failure of the terrorist groups", a reference to the rebels battling to overthrow Assad.

Mezze is part of a shrinking "Square of Security" in central Damascus, where many government and military institutions are based and where senior officials live.

Sheltered for nearly two years from the destruction ravaging much of the rest of Syria, it has been sucked into violence as rebel forces based to the east of the capital launch mortar attacks and carry out bombings in the center.

CHEMICAL WEAPONS

Assad has lost control of large areas of northern and eastern Syria, faces a growing challenge in the southern province of Deraa, and is battling rebels in many cities.

But his forces have been waging powerful ground offensives, backed by artillery and air strikes, against rebel-held territory around the capital and near the central city of Homs which links Damascus to the heartland of Assad's minority Alawite sect in the mountains overlooking the Mediterranean.

As part of that counter-offensive, Assad's forces probably used chemical weapons, the United States and Britain have said.

However the trans-Atlantic allies, whose 2003 invasion of Iraq to overthrow Saddam Hussein was based in part on flawed intelligence about an Iraqi program of weapons of mass destruction, have been cautious in their accusations.

Despite congressional pressure on Barack Obama to do more to help the rebels, the U.S. president has made clear he is in no rush to intervene on the basis of evidence he said was preliminary.

Britain, which says there is limited but growing evidence of chemical weapons use, said it wanted a United Nations investigation to see "whether or not there is verified use of chemical weapons".

"We've been very clear that, should that be the case, then the repercussions would be serious," British Foreign Office Minister Alistair Burt said during a visit to Beirut.

"That is why it is so important to have this independently verified and for the U.N. to do their investigation".

A U.N. team of experts has been waiting to travel to Syria to gather field evidence, but has yet to win agreement from Syrian authorities who want it to investigate only government accusations of chemical weapon use by rebels in Aleppo province.

Russia, which has criticized Western and Gulf Arab support for the anti-Assad fighters, said that attempts by Western countries to expand the U.N. inquiry to cover rebel accusations of Syrian government use of chemicals in Homs and Damascus mounted to a pretext to intervene in the civil war.

"There is not always a basis for the allegations (of the use of chemical weapons)," Russian Foreign Minister Sergei Lavrov told a news conference.

"There are probably governments and a number of external players who believe that it is fine to use any means to overthrow the Syrian regime. But the theme of the use of weapons of mass destruction is too serious and we shouldn't joke about it. To take advantage of it (to advance) geopolitical goals is not acceptable."

The United Nations said in February that around 70,000 people had been killed in Syria's conflict. Since then activists have reported daily death tolls of between 100 and 200.

Five million people have fled their homes, including 1.4 million refugees in nearby countries, and financial losses are estimated at many tens of billions of dollars.

The Beirut-based U.N. Economic and Social Commission for Western Asia estimates that 400,000 houses have been completely destroyed, 300,000 partially destroyed and a further half million have suffered some kind of structural damage.

Syrian state TV: Prime minister escapes assassination attempt

DAMASCUS, Syria - State-run Syrian TV says the country's prime minister has escaped an assassination attempt when a bomb went off near his convoy.

The TV says Prime Minister Wael al-Halqi was unhurt in the attack in the capital's western neighbourhood of Mazzeh. The TV said Monday's bombing left a number of casualties.

The attack was not the first targeting a high official in the Syrian capital.

On July 18, a blast at the Syrian national security building in Damascus during a meeting of Cabinet ministers killed the defence minister and his deputy, who was President Bashar Assad's brother-in-law. That attack also wounded the interior minister.

(AP) ? Gov. Andrew Cuomo said Monday that he's not talking about running for the Democratic nomination for president in 2016 and he's not waiting to see if Hillary Clinton runs.

Over his first two years as governor, Cuomo has repeatedly refused to talk publicly about running for president despite prompting by supporters. He has said such talk would hurt his ability to govern and would create a distraction, as it did for his father, Mario Cuomo, when he was governor.

But Andrew Cuomo has never ruled out a run for president in 2016.

Amid the speculation, HarperCollins announced Monday it had acquired rights to an untitled book by Cuomo, to be published next year, about his life and the "profound moments" of his first term in the governor's office.

A column in Monday's New York Post stated Cuomo has "quietly conceded" to associates he can't run for the presidential nomination if Clinton runs. That has been a widely accepted assumption for years because Cuomo's mentor and biggest political patron is her husband, former President Bill Clinton.

Cuomo dismissed the column as "Monday rumors," and he didn't say whether he's conceded the 2016 race to Hillary Clinton, the former secretary of state and ex-senator from New York.

"Hillary Clinton is going to do whatever Hillary Clinton is going to do and I'm doing what I'm doing," Cuomo said on public radio's "Capitol Pressroom."

"I'm focusing on running this state and doing it the best I can. And that's all there is to that," he said.

"There is no truth to the assertion that I am talking presidential politics and strategy and what Hillary Clinton should do or shouldn't do or what I'm doing presidentially," Cuomo said. "The only discussions I'm having are how to help this state ... and to the extent that I'm focusing on politics, it's my race next year."

Many New Yorkers don't buy it.

An April 22 Siena College poll found New Yorkers split on whether Cuomo was basing his decisions on what he thinks is best for his political future or based on what's best for his constituents. The poll also found 53 percent of New Yorkers would vote to re-elect him, part of a steady drop the poll has tracked since December.

Cuomo has been closely tied to Bill Clinton for decades.

Gov. Mario Cuomo gave an early and important endorsement to Clinton in his first run for president.

Andrew Cuomo later was hired by Clinton, who appointed him housing secretary. Back in New York, with Clinton at his side, the younger Cuomo dropped out of the 2002 race for the Democratic nomination for governor for lack of support.

His office now is decorated with Clinton gifts and memorabilia, and the governor has involved the popular former president in state initiatives.

Cuomo was elected as attorney general in 2006 and turned that into a landslide win in the 2010 governor's race. Today, he has a campaign fund of more than $20 million, which traditionally has been more than enough for a governor's campaign.

Cuomo led New York's effort in legalizing same-sex marriage in 2011. This year, he pushed through the nation's first gun-control law after the Newtown, Conn., school massacre.

The April 22 Siena poll questioned 811 New Yorkers April 14-18 and had a margin of error of plus or minus 3.4 percentage points.

I've been wanting to share some great tips on hard-"boiling" eggs, especially fresh farm eggs which are notoriously difficult to peel.? First, let me say that hard-"boiled" is actually a misnomer.? If you boil the eggs, the whites will be rubbery, so they should be simmered instead.? I should probably refer to them as hard-cooked, but old habits are hard to break.?

Saturn is closest to Earth on Sunday: See it live online

The best view of Saturn available to Earth dwellers in six years should be on Sunday (April 28), with the planet reaching its opposition point, when Earth lies directly between it and the sun.

You can watch the celestial show live online via the Slooh Space Camera, which will be broadcasting a feed from its telescopes in Spain's Canary Islands. You can?watch the Saturn webcast live on SPACE.com?beginning at 9:30 p.m. EDT on Sunday (0130 GMT Monday).

The giant planet should put on a spectacular show, with its famous icy rings tilted at a perfect angle for viewing. During Saturn's close approach to Earth, the planet will be exceptionally bright, reaching about the same brightness as famous stars such as Betelgeuse. The ringed giant should be visible all night long on April 27 and 28, and its shadow will fall so that neither the east nor west side of the rings is darkened.

"Saturn is widely regarded as the most beautiful planet in the known universe," Bob Berman, contributing editor and monthly columnist for Astronomy magazine, said in a statement. "And this is the day that it is largest and hence potentially clearest not just for all of 2013, but for the past half dozen years, thanks to the greatly improved viewing tilt of its famous rings. The famous inky-black gap separating its broad white 'B' ring from its narrower 'A' ring, called the Cassini Division, should be striking."

Berman will appear as a commentator on the Slooh webcast, along with Slooh engineer Paul Cox, who will be controlling the Slooh telescopes robotically from the United Kingdom, and other experts.

Saturn's position will also give skywatchers a chance to view a mysterious storm brewing on the planet. [Stunning Photos of Saturn's Weird Vortex Storms]

"Surrounding the Saturn north pole, which is now angled toward us better than has been seen for the past two decades, lies a bizarre hexagon, each of whose six sides is larger than our entire planet Earth," Berman said. "The origin of this long-lived feature is utterly mysterious, and although its location at the very 'top' of Saturn makes it impossible to see from Earth through any telescope including Hubble, thanks to the sideways viewpoint we always have, it has given Saturn's north pole a new notoriety. No doubt, some viewers will 'tune in' to gaze at Saturn close-up and in true color on this day of its closest approach, merely because of that baffling feature."

To view the planet with your naked eye or through a telescope, stargazers in North America should look halfway up the southern sky around midnight. Saturn will shine to the left of the bright blue star Spica in the constellation Virgo.

So far the social media trail left behind by Boston bombing suspect Dzhokhar Tsarnaev has offered only the barest hints that could connect him to a terrible act of terror. Indeed, his Twitter account ? which he continued using after the bombings ? is mostly notable for how ordinary it is.

But authorities have now located an Instagram account connected to Mr. Tsarnaev that was deleted only recently, according to a CNN report.

Under the user name "jmaster1," Tsarnaev "liked" a photo of Shamil Basayev, a warlord in Chechnya who claimed to be the mastermind behind the 2002 Moscow theater hostage crisis, in which 40 terrorists and 130 civilians were killed when Russian special forces pumped an unknown chemical agent into the building.

He also "liked" another pro-Chechnya image that included a string of hashtags: #FreeChechenia #Jihad #Jannah #ALLAH #Jesus and #God.

"If I were an investigator right now, obviously the platform he deleted matters the most," said Juliette Kayyem, a CNN terrorism analyst.

On one hand, such online activity is hardly damning. "Likes" don't make a terrorist.

Yet the deleted Instagram account adds to the impression that Tsarnaev used certain corners of the Internet to carve out a more Chechen persona for himself online than he did in daily life.

His Twitter account, @J_tsar, appeared to mirror his outward life most closely, with Tsarnaev engaging in the stream of random banter that drives the microblogging site. Though he did quote from an Islamic cleric and obliquely reference the Boston bombing on his Twitter feed, most tweets talk about homework, hip-hop music, or his favorite TV shows.?

It is on the Russian social networking site VKontakte that a slightly different Tsarnaev begins to emerge. For the most part, the portrait is still benign, with Tsarnaev spending the most time discussing his favorite soccer club, Chechnya's FC Terek Grozny. He even wrote some posts in the Chechen language and included a joke: ? 'A car goes by with a Chechen, a Dagestani and an Ingush inside. Question: who is driving?' Answer: 'The police.' ?

But through VK, Tsarnaev might have gained a somewhat warped view of Chechnya ? a place he had never been, writes Slate's Mike Walker.

"Whatever Chechnya Dzhokhar came to know through VK was not wholly representative of the region. The majority of ethnic Chechen youth of Dzhokhar?s generation will probably harbor anti-Russian views and have especially negative thoughts about United Russia, Vladimir Putin?s ruling party, which has taken a hard stance against Chechen independence.... However, Chechnya is a decently stable place today: Regular airline flights come and go, soccer matches are held, new construction is undertaken."

"Part of the anti-Russian views on the part of young Chechens are probably a combination of the legacy of war and simply being young and angry," he adds. "Those who grew up outside of the region, though, may be captivated by a romanticized extremism and maybe more inclined to actually carry something out."

Given what is already known about Tsarnaev's online habits, it seems unlikely that authorities will find a smoking gun on Instagram ? Tsarnaev's older brother, Tamerlan, who is also a suspect in the bombing case, posted much more radical content than did Dzhokhar.

Moreover, the Instagram website's terms of use suggest that it might not have much old content to share with authorities. "Given the volume of real-time content on Instagram, some information may only be stored for a short period of time."

But with Dzhokhar reportedly talking to authorities less now that he has been read his rights, and with Tamerlan dead, authorities will surely look everywhere for possible clues.

This week I'm writing from a special place: from the perspective of a Google Glass owner. Well, to be honest I'm not wearing them this exact moment -- I'm actually at 30,000 feet, making the most of a Gogo connection, and when your phone is in airplane mode there's not much point in wearing the headset. Unless, of course, you're looking for a conversation starter. In that role, the headset performs impeccably even when turned completely off.

It's been an interesting couple days wearing the headset around, days I'll continue to chronicle on the site because I know many of you are eager to know what Glass is like. I know this because I've had dozens of strangers come up to me and ask, "What's it like?" Suffice to say, Glass is very interesting and the potential is compelling, but right now the thing is somewhat frustrating in its limited functionality. That'll change real soon as more developers get to grips with the Mirror API.

Justin Bieber shrugs off "rumors" after Swedish drug find

STOCKHOLM (Reuters) - Teen idol Justin Bieber on Thursday seemed to shrug off the latest controversy surrounding his European tour after Swedish police said they had found drugs on his tour bus but could not link them to any single person.

Bieber, 19, has made headlines in the past two months for showing up late for his own London concert, walking shirtless through airport security in Poland, posting a cartoon of himself in bed with a young woman, and expressing the hope that Holocaust victim Anne Frank would have been a "belieber" like his millions of fans.

On Thursday, Swedish police said an officer smelled marijuana on an empty tour bus outside the hotel where Bieber was staying before his Stockholm concert on Wednesday.

They said they found a small amount of drugs but had no suspects and did not plan further action.

"Some of the rumors about me....where do people even get this stuff. whatever...back to the music," Bieber tweeted on Thursday to his 38 million Twitter followers after announcing he had arrived in Finland.

Representatives of the Canadian singer, who started his career as a squeaky-clean 15-year-old, had no comment.

In Stockholm, police spokesman Kjell Lindgren said the drugs were being sent for analysis. "We don't know who had the drugs or who smoked them, so it will be hard to link them with any individual," Lindgren said.

Bieber has been on the road with barely a break since September 2012 on his "Believe" world tour, where he has been greeted by screaming young girls and blaring headlines for some bizarre behavior.

In March, he abandoned a pet monkey at Munich airport because he did not have the right papers, and flew back to Los Angeles for 36 hours and into an altercation with a neighbor.

Last week, he came under fire in the media on grounds of taste after he wrote in a guest book at the Anne Frank museum in Amsterdam that the 15-year-old Holocaust victim and diarist was inspiring and "hopefully she would have been a belieber".

The museum later defended Bieber, saying they were delighted he had visited and that his comments were innocent.

A representative from a local insurance agency will be in our office tomorrow to provide updates regarding flood insurance ? a hot topic for shore property owners. ?I will post an update after the meeting.

In the meantime, I am reading notes from the FEMA web site regarding the pending changes (ironically, in place or pending prior to Sandy).

On July 6, 2012, a law took effect requiring FEMA to take immediate steps to eliminate a variety of flood insurance subsides. ?The insurance discounts currently in place will be phased out over a period of time. ?Starting January 1, 2013, flood insurance premium rates for subsidized non- primary residences will begin increasing. ?Although the legislation called for a 25% increase over 4 years, there is?pending legislation that will modify this time frame to?12.5% increase each year over an 8 year period.

Thompson Jr. at the March 2013 GSA Northeast Section Meeting in Bretton Woods, New Hampshire, USA. Jim "JBT" Thompson died on 15 Nov. 2011. In late 2012, the Geological Society of America Foundation learned that it was the beneficiary of a bequest of nearly one and a half million dollars from Thompson's estate.

A native of Maine, Thompson was considered a giant among New England geologists. He retired as the Sturgis Hooper Professor of Geology at Harvard in 1992 after a career of more than forty years. Thompson published seminal papers on metamorphic petrology, mineral thermodynamics, structural mineralogy, and geochemistry. More to the point, he inspired several generations of colleagues and students who have since made significant contributions in a host of fields in the geosciences.

Thompson never lost his love of the White Mountains and New England geology. His creative insights and penetrating field-based observations of metamorphic stratigraphy, structures, and mineral interrelationships coupled with his towering intellect deciphered many of the mysteries of New England geology that, when he began his career after service in the Army Air Corps in World War II, seemed intractable.

Thompson's distinction as a geologist was well-recognized by his peers. In addition to membership in the National Academy of Science and the American Academy of Arts and Sciences, he received an honorary degree from his alma mater, Dartmouth College. He was awarded the Arthur L. Day Medal of the Geological Society of America in 1964, the Roebling Medal of the Mineralogical Society of America in 1979, and the Goldschmidt Medal of the Geochemical Society in 1985. He served as president of both the Mineralogical Society of America and the Geochemical Society. Thompson also held Ford Foundation and Guggenheim fellowships at various stages in his career and was a distinguished visiting scholar at both Johns Hopkins University and California Institute of Technology.

The Geological Society Foundation and The Geological Society of America will honor Thompson's career and contributions through several programs, including distinguished international lecture tours, partial support for up to four GSA Penrose conferences each year, student research grants, and at least two distinguished scientist awards. These new and enhanced programs honor Thompson's legacy by increasing the interaction of scholars and students and by offering opportunities for scholars of the earth to conduct their research and collaborate to the furtherance of the disciplines to which he made so many lasting contributions.

Carville and Matalin working on joint memoir

NEW YORK (AP) ? James Carville and Mary Matalin, political rivals and personal bedfellows, are collaborating on a book in which they will again agree to disagree.

The longtime strategists have a deal with Blue Rider Press for a memoir with the working title "You Can Go Home Again." Officials with Blue Rider, an imprint of Penguin Group (USA), told The Associated Press on Thursday that the book is scheduled for release in 2014.

Carville, a Democrat, and Matalin, a Republican, previously worked together on the 1993 release "All's Fair." Blue Rider is billing them as "the nation's best-known, most annoying, intensely rabid, romantically mismatched, and provocative political couple."

"The heart of the book will be insights on culture and politics from two unique perspectives: Mine counterbalanced by one that is opposite and wrong," Matalin said in a statement issued by Blue Rider.

"I love my wife, my family, LSU football, the Nats, the Saints and politics," Carville added. "In this book I'll talk about 4 of those 6 things I'm an expert on."

According to Blue Rider, the book "will be written in two alternating and distinct voices" as Matalin and Carville share political war stories, their takes on current and past events and how they managed to stay married for 20 years and raise two children.

Matalin and Carville were represented by Washington attorney Robert Barnett, whose bipartisan list of authors includes Democrats Barack Obama and Bill Clinton and Republicans George W. Bush and Dick Cheney.

Nanostructures improve the efficiency of solar cells

Apr. 25, 2013 ? Researchers have been able to improve the efficiency of solar cells by coating the cell surface with extremely small nanoscale structures. The new technology has been shown to nearly eliminate the reflection losses of solar radiation. Cost-effective solar photovoltaic materials are being developed within the Academy of Finland's research programme Photonics and Modern Imaging Techniques.

The nanostructured black silicon coating features very low reflectivity, meaning that a larger portion of the Sun's radiation can be exploited. At Aalto University, a research team led by Assistant Professor Hele Savin is conducting studies on crystalline silicon solar cells, which are the main type of solar cells that are currently on the market.

"The advantages of silicon include the long-term stability, sufficiency, low cost and non-toxicity of the element, as well as the advanced production technology. Another benefit of these solar cells is their relatively high efficiency and technological compatibility with the manufacturing technologies currently used by the semiconductor industry," Savin explains. The technology, however, still calls for development and improvement.

According to Savin, the researchers are motivated in their work by the fact that the manufacturing technology players are major corporations in the industry, which allows for immediate large-scale experimenting of new ideas and improvement methods in collaboration with the partner corporations.

Promising techniques in the test bench

The efficient operation of solar cells may be compromised by impurities in silicon. In solar cells, it is not possible to use as pure a form of silicon as in, for example, microelectronics, and thus they exhibit a higher degree of impurities. Moreover, the solar cell utilises the silicon disk in its entirety, whereas transistors, for example, are located on the surface of the silicon disk, and accordingly, impurities cannot be controlled in solar cells by means of the same methods as those used in microelectronics.

One goal of the research led by Savin is to find ways to produce equally efficient solar cells using the less expensive but impure silicon rather than the more expensive purified silica. "We've already succeeded rather well in this respect. Certain promising techniques are currently being tested in production by a leading European solar cell manufacturer."

Another new research topic involves the so-called light-induced degradation of silicon solar cells. Light degradation is a harmful effect that reduces the solar cell efficiency by several percentage units during the first 24 hours of use, after which the situation becomes stabilised. The aim is to gain an understanding about the phenomenon itself and its causes. Understanding the phenomenon will contribute to the development of methods to minimise the harmful degradation and, possibly, to eliminate it completely. Hele Savin has been granted major funding for this research by the European Research Council (ERC).

Hubble Telescope Photographs Potential 'Comet of the Century'

NASA's iconic Hubble Space Telescope has snapped stunning new photos of Comet ISON, which could become one of the brightest comets ever seen when it zips through the inner solar system this fall.

Hubble captured the new photos on April 10, when?Comet ISON?was slightly closer than Jupiter. At the time the icy wanderer was about 386 million miles?(621 million kilometers) from the sun and 394 million miles (634 million km) from Earth.

The new images are already helping astronomers take a bead on the mysterious Comet ISON, which may shine as brightly as the full moon when it makes its closest pass by the sun in late November. (The comet poses no threat to Earth, NASA has said.) [Photos of Comet ISON in Night Sky]

For example, the Hubble telescope photos show that ISON is already becoming quite active, though it's still pretty far from our star. The?comet's dusty head, or coma, is about 3,100 miles (5,000 km) wide, and its tail is more than 57,000 miles (92,000 km) long, astronomers said. And ISON sports a dust-blasting jet that extends at least 2,300 miles (3,700 km).

Yet the comet's nucleus is surprisingly small ? no more than 3 or 4 miles (4.8 to 6.5 km) across.

This small core makes the comet's behavior on its trip around the sun, which will bring ISON within 730,000 miles (nearly 1.2 million km) of the solar surface on Nov. 28, especially tough to predict, researchers said. Also complicating the forecast is the fact that ISON is apparently making its first trip through the inner solar system from the distant, icy Oort cloud.

So it's difficult to know if ISON will live up to its billing or fizzle out like Comet Kahoutek ? another possible "comet of the century" ? did in 1973.

But Comet ISON's relatively pristine state has a real upside to astronomers, who will study the material that sublimates off the comet to gain insight into its composition.

"As a first-time visitor to the inner solar system, Comet C/ISON provides astronomers a rare opportunity to study a fresh comet preserved since the formation of the solar system," Jian-Yang Li of the Planetary Science Institute in Tucson, Ariz., who led a team that imaged the comet, said in a statement. "The expected high brightness of the comet as it nears the sun allows for many important measurements that are impossible for most other fresh comets."

NASA has organized a?Comet ISON Observing Campaign?to coordinate the efforts of observatories on the ground and in space. Hubble is seen as a key player in this campaign, along with a number of other instruments.

Comet ISON is officially designated as C/2012 S1 (ISON) and was discovered in September 2012 by Russian amateur astronomers Vitali Nevski and Artyom Novichonok.

Hubble's new ISON photos were taken just two weeks before the telescope's 23rd anniversary. The Hubble Space Telescope, a collaboration between NASA and the European Space Agency, launched aboard the space shuttle Discovery on April 24, 1990.
