Canada Day festivities get underway in Niagara-on-the-Lake as Parks Canada hosts its second annual outdoor concert at Butler's Barracks.

Doors opened at 2:30 and the concert line-up includes Niagara's own City and Colour, otherwise known as Dallas Green.

This is Green's first performance as City and Colour in Niagara since the Alexisonfire singer released his first solo album seven years ago.

Facebook said it will no longer allow ads to appear on pages with sexual or violent content, as the online social network moves to appease marketers being associated with objectionable material.

The moves come a month after several businesses pulled their ads from Facebook?amid reports of pages on Facebook?that promoted violence against women.

Facebook?said at the time that it needed to improve its system for flagging and removing content that violated its community standards, which forbid users from posting content about hate-speech, threats and pornography, among other things.

Ads account for roughly 85 percent of revenue at Facebook, the world's largest social network with 1.1 billion users.?Facebook?said the changes would not have a meaningful impact on its business.

On Friday,?Facebook?said it also needed to do more to prevent situations in which ads are displayed alongside material that may not run afoul of its community standards but are deemed controversial nonetheless.

A?Facebook?page for a business that sells adult products, for example, will no longer feature ads. Previously such a page could feature ads along the right-hand side of the page so long as the page did not violate?Facebook's prohibition on depicting nudity.

The move underscores the delicate balance for social media companies, which features a variety of unpredictable and sometimes unsavory content shared by users, but which rely on advertising to underpin their business.

"Our goal is to both preserve the freedoms of sharing on Facebook?but also protect people and brands from certain types of content,"?Facebook?said in a post on its website on Friday.

Facebook?said on Friday that it would expand the scope of pages and groups on its website that should be ad-restricted and promised to remove ads from the flagged areas of the website by the end of the coming week.

Pages and groups that reference violence will also be off limits to ads, the company said. A Facebook?spokeswoman noted that the policy would not apply to the pages of news organizations on?Facebook.

Facebook?said the process of flagging objectionable pages and removing ads would initially be done manually, but that the company will build an automated system to do the job in the coming weeks.

Stocks gone wild: Why are investors so panicked?

Traders gather at the post of specialist Patrick Murphy, right, on the floor of the New York Stock Exchange on Monday. Traders in the U.S. dumped stocks, bonds and commodities, prompted by signs of distress in China's economy and worries about the end of the Federal Reserve bank's easy money policies.

The Federal Reserve thinks the economy is improving, so much so that it has hinted it may throttle back a bit on easy money policies in place since the financial crisis. So why are the financial markets acting like the sky is falling?

Stock markets have been in turmoil since Fed chairman Ben Bernanke last week suggested that if the economy continues to perk up the central bank will remove a least some of the low interest rate punch bowls that banks and businesses have been drinking from for years. And while part of Monday's stock drop could be blamed on worries about China's economy, the world's second largest, it came against a backdrop of fears about what the Fed may do later this year.

Stocks dropped again Monday, though the markets recovered some of their losses later in the day. The Dow Jones Industrial Average shed nearly 250 points before making up some of that lost ground, closing 140 points lower, nearly 1 percent down. The S&P 500 and the Nasdaq also finished off their lows. So far this month, the S&P has shed about 3.5 percent.

Several Fed officials spent the day trying to talk the financial markets off a ledge, and they partly succeeded. But investors remain jittery. They have have good reasons to be concerned. They hate uncertainty, and few people alive today have ever lived through an economic and financial cycle like this one. That?s because the financial panic of 2008 was deeper than any since the Great Depression. And the remedies applied by the Federal Reserve have never been tried on such a giant scale.

But causes of the gut-wrenching market plunge of the last week are pretty easy to spot. Here are the big ones:

Why are interest rates moving higher?

Soon after the collapse of Lehman Brothers in 2008, the flow of capital around the planet seized up as banks and investment firms feared lending to one another. No one knew which bank might be the next Lehman. The global credit machine completely froze.

To restart lending, the central banks around the world began pumping trillions of dollars into the financial system. Since then, the Fed has continued pumping $85 billion a month of surplus into the credit markets to keep rates low.

But at its regular policy meeting last week, central bankers said they?re getting ready to ?taper off? that flow of cash. With less money sloshing around the system, the cost of borrowing will begin rising.

That means I?ll get a higher return on my savings account, right? What?s wrong with that?

Nothing, as long as the economy keeps humming along and employers keep creating new jobs. But the worry is that those higher rates could make consumers more reluctant to use their credit cards, or potential home buyers think twice about taking out a mortgage to buy a house.

The Fed, though, thinks the economy may be nearly ready to sustain those higher rates. Consumer confidence and spending have been gathering momentum ? partly because house prices have begun recovering and the job market continues to improve, albeit slowly. And while stock prices have fallen nearly 5 percent in just the last four days trading days, prices are still 20 percent higher than they were a year ago. That extra stock market wealth has also helped fill in the $7 trillion crater in household wealth that was created by the twin collapses of the housing and financial markets five years ago.

Is the market going lower?

Yes, and then higher. But we have no idea when. Or how far. This is a website, not a psychic hotline.

If the folks at the Fed spooked the markets, can?t they calm them down again?

Yes and no. Fed Chairman Ben Bernanke has made it clear that as central bankers begin slowing the flow of the money fountain, they can always restore full pressure if the economy falters or the markets begin to tank. And the Fed hasn?t actually started to taper off the flow of money ? they?re just telling the world they?re beginning to think about how and when to do so.

But while the Fed?s money machine is the biggest in the world, and the dollar is the closest thing to a global currency, the U.S. central bank isn't the only game in town.

The latest market jitters have been heightened by a much more immediate ? and severe ? credit clampdown in China. On Friday, the People's Bank of China (the country's central bank) tried to cut off the financial oxygen of a loose network of speculators and informal lenders who have been inflating a bubble in stocks and real estate. In doing so, the People's Bank let short term interest rates spike as high as 25 percent.

That sounds a lot like the kind of credit crunch that started this whole mess five years ago.

It certainly spooked investors around the world ? that?s why stocks markets have fallen in unison over the last few week.

But there?s a big difference between the panic-induced collapse of Lehman Brothers and the People's Bank- engineered Chinese credit crunch. China?s central bankers can restore the flow of credit with the click of a mouse (or two).

That makes the Chinese crunch more like the U.S. interest rate spike of the early 1980s, when then Fed chairman Paul Volcker all but strangled the U.S. bond market. Volcker?s move was designed to snap a decade of runaway inflation and reignite growth. It worked. Once inflation subsided, the Fed let rates fall, and the economy and stock market roared back to life.

China faces a very different set of problems, and the Chinese state-owned banking system is very different than the U.S. But the current credit crunch that is rippling through Asia could easily be reversed.

Chinese officials are betting that a short-term credit squeeze will throw enough cold water on the speculators and show banking lenders to prevent another bubble-bust cycle.

But there?s not a lot that Fed Chairman Bernanke and his Fed colleagues can do if the People's Bank made the wrong bet.

Perry, filibuster star clash over Texas abortions

GRAPEVINE, Texas (AP) ? Gov. Rick Perry on Thursday admonished the star of a Democratic filibuster that helped kill new Texas abortion restrictions, saying state Sen. Wendy Davis' rise from a tough upbringing to Harvard Law graduate should have taught her the value of each human life.

The Republican governor expanded on those remarks later, publicly wondering what might have happened if Davis' own mother had undergone an abortion rather than carry her child to term.

Davis, a Fort Worth Democrat, shot back that Perry's statement "tarnishes the high office he holds."

Before the white-hot battle over abortion in the nation's second-largest state turned personal, Davis staged a marathon filibuster Tuesday helping to defeat an omnibus bill that would have further limited abortions in a place where it's already difficult to undergo them. But Perry called lawmakers back for a second special session next week to try and finish the job.

"Who are we to say that children born in the worst of circumstances can't lead successful lives?" Perry said in a speech to nearly 1,000 delegates at the National Right to Life Conference in suburban Dallas. "Even the woman who filibustered the Senate the other day was born into difficult circumstances."

Davis, 50, has rocketed to sudden, national political stardom thanks to donning pink running shoes and delivering the marathon speech on the floor of the state Senate.

She started working at age 14 to help support a household of her single mother and three siblings. By 19, she was already married and divorced with a child of her own, but she eventually graduated with honors from Harvard Law School and won her Senate seat in an upset.

Davis' surge in popularity came as no surprise to Texas Democrats, who chose her as the face of the battle to block the bill. Since arriving at the Texas Capitol, she has earned derision and respect for her ability to dissect a complex bill and make her opponents squirm under tough questioning.

Perry pointed out Davis' personal history in his speech, adding "it's just unfortunate that she hasn't learned from her own example that every life must be given a chance to realize its full potential and that every life matters."

In comments to reporters afterward, he went even further.

"I'm proud that she's been able to take advantage of her intellect and her hard work, but she didn't come from particularly good circumstances," the governor said. "What if her mom had said, 'I just can't do this. I don't want to do this.' At that particular point in time I think it becomes very personal."

Davis quickly fired off an email blasting Perry's comments.

"They are small words that reflect a dark and negative point of view," she said. "Our governor should reflect our Texas values. Sadly, Gov. Perry fails that test."

Davis' supporters argued Perry never would have made such suggestions to a male politician.

"Rick Perry's remarks are incredibly condescending and insulting to women," Cecile Richards, president of Planned Parenthood Action Fund, said in a statement. "This is exactly why the vast majority of Texans believe that politicians shouldn't be involved in a woman's personal health care decisions."

The Texas Legislature adjourned May 27, but Perry called legislators into a first 30-day special session to pass stricter limits on abortion, including banning the procedure after 20 weeks of pregnancy. But with the extra session set to end at midnight on Tuesday, Davis was on her feet for more than 12 hours ? speaking most of that time ? as Senate Democrats attempted a filibuster.

Just before the final gavel, Republican lawmakers silenced her for addressing a topic other than the bill she was opposing ? only to have hundreds of abortion rights activists cheer so loudly from the public gallery that all business in the chamber halted until it was too late.

Perry, a conservative and devout Christian, has put the abortion measure at the top of the agenda for the second special session, which begins Monday. It would force many clinics that perform abortions to upgrade their facilities to be classified as ambulatory surgical centers. Doctors also would be required to have admitting privileges at a hospital within 30 miles.

Opponents say such improvements are so expensive that only five of Texas' 42 abortion clinics would remain in operation.

Abortion rights groups have promised to respond with more protests, including one scheduled Monday for the state Capitol. Perry, meanwhile, called those who oppose abortion to action, telling the conference, "the world has seen images of pro-abortion activists screaming, cheering. Going forward, we have to match their intensity."

Adding intrigue to his grudge match with Davis is the fact that Perry had been expected to announce this week if he will seek a fourth full term as governor next year. But he said Thursday that announcement will now be delayed until lawmakers can finish the extra work he's given them.

Davis is up for re-election too next year, but had been urged by Democratic operatives even before her filibuster to consider running for governor.

She has acknowledged mulling a run for statewide office but says she wants to wait for the right time. A Democrat hasn't won such a post in Texas since 1994, and the state Democratic Party would face a major challenge establishing the organization or infrastructure necessary to deliver enough votes.

Asked what he thought of Davis as a possible gubernatorial candidate, Perry shrugged and said: "I don't have a clue."

Boston bombing suspect accused in four deaths, could face execution

BOSTON (Reuters) - Accused Boston Marathon bomber Dzhokhar Tsarnaev was indicted by a federal grand jury on Thursday on charges of killing four people in the largest mass-casualty attack on U.S. soil since September 11, 2001.

The 30-count indictment filed in Boston federal court charges the 19-year-old ethnic Chechen with setting off two homemade pressure-cooker bombs in a crowd of thousands at the race's finish line and with committing a carjacking and engaging in a gunbattle with police before his April 19 arrest.

Tsarnaev could be executed if convicted. His public defender, Miriam Conrad, declined to comment on the charges, which include use of a weapon of mass destruction, bombing a public place and carjacking during four days that traumatized the Boston area.

"Today's charges reflect the serious and violent nature of the event ... the defendant's alleged conduct forever changed lives," said Carmen Ortiz, the U.S. Attorney in Massachusetts. She said she had met with several of the people who were wounded in the attack and relatives of those who were killed.

"We will do all that we can to pursue justice, not only on their behalf but on behalf of all of us," Ortiz said.

The April 15 bombing was followed by the shooting of a campus police officer in Cambridge, a carjacking and a late-night gunbattle with police in the nearby suburb of Watertown. Dzhokhar's 26-year-old brother Tamerlan died in the gunbattle, which led to a daylong lockdown of most of the Boston area.

That evening, Dzhokhar was found hiding in a boat in a resident's backyard and arrested after police fired a hail of bullets.

The brothers started preparing for the attack more than two months earlier, when Tamerlan traveled to a New Hampshire fireworks store to buy 48 mortar shells containing about eight pounds (3.6 kg) of explosive powder, according to the charges.

Three people died in the bomb attacks: 29-year-old restaurant manager Krystle Campbell, 23-year-old graduate student Lingzi Lu and 8-year-old Martin Richard. Days later, the pair killed a campus policeman in their attempt to escape arrest, the charges said.

The younger Tsarnaev was not present at the indictment, and Ortiz declined to comment on his condition or where he was being held. He was badly injured in the April 19 gun battle and had been held in a prison hospital west of Boston. He is scheduled to be arraigned on July 10.

EXECUTION LOOMS?

Ortiz said U.S. Attorney General Eric Holder would make the final decision on whether to seek the death penalty. Legal experts said that while the large scale of the attack could motivate the government to seek the death penalty, his defense could argue that he did not fully understand his actions.

"There will be claims about his youth, about his role, the theory that it was his brother that was pulling all the strings and that this guy was a secondary mover," said Richard Broughton, an assistant professor at the University of Detroit Mercy School of Law and a former federal prosecutor.

"We haven't really had a case like this," said Karen Greenberg, director of the center on national security at Fordham Law School in New York. "Because of the lethality of this attack, it really is different from other terrorism prosecutions we've seen for a long time."

Since the World Trade Center attack in 2001, most such prosecutions have focused on failed plots, such as shoe bomber Richard Reid, who tried to blow up a plane over the Atlantic in December 2001 and is now serving a life sentence. In 2006 a jury rejected the death penalty for Zacarias Moussaoui, convicted as one of the conspirators behind the September 11, 2001 attacks.

In November, 2012, a federal judge in Massachusetts sentenced Rezwan Ferdaus to 17 years, including a decade of supervised release, after he pleaded guilty to charges stemming from a plot to a plot to fly remote-controlled planes into the U.S. Capitol building and the Pentagon. He was arrested in a sting operation after undercover agents provided him with inert explosives that he told them he planned to use.

Tamerlan Tsarnaev had been on a U.S. government database of potential terrorism suspects and Russia has twice warned the United States that he might be an Islamic militant, according to U.S. security officials.

A congressional hearing after the bombing focused on whether the FBI paid sufficient heed to Moscow, which has been in bitter conflict with Islamic militants in Chechnya and other parts of the volatile northern Caucasus region.

The Tsarnaev brothers' ethnic homeland of Chechnya, a mainly Muslim province that saw centuries of war and repression, no longer threatens to secede from Russia. But it has become a breeding ground for a form of militant Islam whose adherents have spread violence to other parts of Russia, and may have inspired the radicalization of the Boston bombers.

Editorial As Google Reader dies, reading struggles to be reborn

When Google announced it was pulling Reader's plug (which will happen next week), the outcry was loud and viral. If I may speak for those who were most wounded by the knife in Reader's back, the announcement shock was mixed with betrayal, anger and loss. Those who built RSS reading into their lives generally placed it at the epicenter of their online activity. Anticipating life without Reader was a black-hole view -- the web with a void punched into the center.

As the wailing turned practical, exporting and migrating recommendations proliferated. The commotion died down for a while, and has now resumed for Reader's final week. Major and minor brands are jumping into the feed-reading game, seeking to sway a vocal population looking for new homes. But is a loud community of users also a large community of users? Feed-based web consumption hasn't had this much publicity in years. Does all this product development and media attention signal a rebirth of RSS's geeky convenience? Or are money and effort being thrown at an ephemeral market?

Microsoft Opens Up Bing As A Platform For Developers

P1110654At its Build developer conference today, Microsoft announced that it is opening up quite a bit of Bing‘s advanced functionality to developers. As Microsoft corporate VP Gurdeep Singh Pall noted, developers are already using Bing APIs, of course, but apps can now use Bing’s entities and knowledge, natural user interfaces, optical character recognition and new mapping and visualization capabilities, including Microsoft’s just-announced 3-D imagery for maps. As Singh Pall noted, Microsoft has been using all of these capabilities privately already, of course, but he thinks that “if we can do something with an API that is good, third parties can do something that is dynamite.” Bing, he said, “is not just a great search engine, but the team has built some great capabilities.” Bing, after all, is pretty good at understanding user intent, unstructured content on the web and other queries and data types that are not trivial for a developer to implement. The team, he said, always believed that Bing could do a lot of things that can “actually be very valuable outside of the search box. For a long time, we’ve now thought that you could use these capabilities to create some great experiences.” Developers will get access to much of Bing’s data, including its web index and relevance engine, as well as its knowledge base and understanding of entities. The Bing team has also worked on lots of natural user interface technologies, including voice recognition, which will also be available for developers to add to their apps. Analysis: Another China central bank worry; companies push into lending

BEIJING/SHANGHAI (Reuters) - Chinese companies are getting more creative in the business of money lending as they struggle to keep profits ticking over in a cooling economy, raising concerns they are adding to the mountain of debt risks building in the world's No.2 economy.

Big state companies in industries struggling with over-capacity but with easy access to credit are borrowing funds, not to invest in their business but to lend to smaller firms sometimes at several times the official interest rate, part of an informal lending market in China that authorities are taking aim at.

China's central bank increased pressure on banks to rein in such informal lending and speculative trading last week in money markets, letting short-term interest rates spike to extraordinary levels.

In the $3.7 trillion so-called shadow banking market, the fastest growing area is in so-called entrusted loans, which are arranged by banks on the companies' behalf, and in bankers' acceptance notes, tradable securities that give a steady flow of cash.

Issuance of entrusted loans and bankers' acceptance notes has more than doubled to 1.6 trillion yuan ($261 billion) in the first four months of this year from 636 billion yuan a year ago.

"Can we use the money to expand production? Definitely not," said a deputy general manager at a state-owned steel firm in the eastern Shandong province, speaking on condition of anonymity.

"We will lose more if we produce more. We can only rely on other channels," he added, noting the firm loses an average 100-200 yuan per metric ton (1.1023 tons) of steel sold.

China's economic growth is widely expected to slow further in the current quarter as exporters struggle with weak global markets, making lending money an increasingly attractive business option.

But there are concerns that some of the money is going into areas the government would rather it did not, for example real estate speculation, raising the risk of it turning bad while not helping the economy out of its current slowdown.

Indeed, debt is shaping up to be China's biggest financial problem. The cabinet has said it would control the flow of new money into industries struggling with overcapacity.

Beijing worries the shadow banking market is creating asset-price bubbles, and the central bank has tried to put a barrier in the way of it in recent weeks by declining to inject major funds into money markets.

The shadow banking system has arisen because main stream banking is focused on the needs of big state-owned enterprises.

Ratings agency S&P has estimated that outstanding shadow banking credit totaled $3.7 trillion by the end of 2012, equal to 44 percent of GDP.

Fitch has put it at about 60 percent, saying "torrid growth" has made the total of all forms of credit, including regular lending, shadow and hidden underground lending, as much as 200 percent of GDP.

"This is a very, very big problem for the economy," said Wei Yao, China economist at Societe Generale in Hong Kong.

"The existence of all these arbitrage efforts shows that in the real economy, there are few opportunities. You've limited all the opportunities for real growth, then you open a window in the financial markets; of course everyone goes there!"

NEW TECHNIQUES

With entrusted loans, a company provides the funds but, to circumvent a ban on direct lending to other firms, it designates a commercial bank to lend the money to a specific borrower.

The lender stipulates the amount, tenor, and rate of the loan, while the banks earn fees from both sides without the loans showing up on their balance sheets.

The average monthly amount of new entrusted loans was 179 billion yuan in the first four months of 2013, up from an average of 106 billion yuan a month last year.

The steel company manager said he borrows from banks around the 6 percent official rate, then issues an entrusted loan to a borrower at up to twice that rate.

The general manager of a local government-controlled glass company in the northern province of Hebei said his company has increased the use of such practices as business slowed, lending about 30 to 40 million yuan so far this year at around 6 to 7 percent mainly to related firms.

Some private companies are also cashing in. Zhejiang Longsheng Group Co Ltd, a specialty chemicals maker based near Shanghai, detailed 50 entrusted loans worth 3 billion yuan outstanding in its 2012 annual report.

The company lent to subsidiaries at rates of 6 to 7 percent, but unrelated companies were charged as much as 25 percent. It said one of the loans, with a rate of 20 percent, would be rolled over as the borrower had difficulty repaying it.

Companies are also buying bank acceptance notes, transferable bills issued by other banks that can be sold for cash. These companies sell the bills and use part of the cash raised to make loans and the rest to buy more bills, thus ensuring a continuous churn of funds and income.

The average monthly amount of bank acceptance bills issued so far this year has more than doubled to 222.8 billion yuan compared with an average of 87.5 billion yuan for all of 2012.

REAL ESTATE A WORRY

A chief worry is that the newly generated money is finding its way into speculative real estate, complicating China's three-year fight against a property bubble. New home prices in May rose from a year earlier at their fastest pace in more than two years.

An official at the statistics department of the central bank's Dalian office, who asked not to be identified, said that among all the entrusted loans issued in 2012 in the northeastern city, about 30 percent went to the real estate sector at an average interest rate of 12 percent.

Another official at the central bank's Chongqing office said finance companies and credit guarantee firms affiliated to state-owned enterprises are major issuers of such loans.

"In our city, there is an estimated 50 percent or more of such loans flowing into the property sector and local government financing vehicles," said the official. "The injection of entrusted loans partially helps pull down the bad loan ratio in the property sector and local financing firms, but the risks keep brewing there and could become acute if the economy slows further."

Rivers receding in Calgary, 3 dead in floods

CALGARY, Alberta (AP) ? Water levels dropped, providing a measure of relief to the western Canadian city of Calgary, hit hard by floods that devastated much of southern Alberta province, causing at least three deaths and forcing thousands to evacuate.

The flooding forced authorities to evacuate Calgary's entire downtown and hit some of the city's iconic structures hard. The Saddledome, home to the National Hockey League's Calgary Flames, was flooded up to the 10th row, leaving the dressing rooms submerged.

Flames' president and CEO Ken King said Saturday that the Saddledome is a "real mess," with water still up to row 8 of the lower bowl. He said the flooding had caused a total loss on the event level with all mechanical equipment submerged under 15 feet (4.5 meters) of water.

"If you were a hockey player walking out of the tunnel to the ice, you'd be underwater yourself," he said during a news conference.

Water lapped at the roof of the chuckwagon barns at the grounds of the Calgary Stampede, which is scheduled to start in two weeks. Calgary Mayor Naheed Nenshi has said the city will do everything it can to make sure that the world-renowned party goes ahead.

Bruce Burrell, director of the city's emergency management agency, said Saturday they are seeing improvements in the rivers. Dan Limacher, director of water services for the city, said the Elbow river is expected to recede by about 60 percent over the next two days, while the larger Bow river will recede by about 25 percent.

The improving conditions Saturday morning prompted Calgary's mayor to tweet: "It's morning in Calgary! Sunny, water levels are down, and our spirit remains strong. We're not out of this, but maybe have turned corner."

However, Nenshi said later Saturday that while the city may have turned a corner, there is still a state of emergency in effect.

"Flows on Elbow and Bow (rivers) are dropping slowly. We do believe the peak has passed on the Elbow. However, water levels are still four times higher than 2005 flood levels," he said during a press conference.

Overflowing rivers on Thursday and Friday washed out roads and bridges, soaked homes and turned streets into dirt-brown waterways around southern Alberta.

High River, southwest of Calgary, was one of the hardest-hit areas and remained under a mandatory evacuation order. Police said they have recovered three bodies in the town.

It is estimated that half the people in the town of 13,000 experienced flooding in their homes. Police cut off access to most of the town and helicopters circled overhead. Abandoned cars lay submerged in water, while backhoes worked in vain to push water back from houses.

Police asked residents who were forced to leave the High River area to register at an evacuation shelter. By Saturday morning, 485 evacuees had registered at the shelter in Nanton, south of Calgary, and 278 people were on the inquiry list.

The Royal Canadian Mounted Police said Saturday that during rescue and evacuation efforts on Friday in the High River area, approximately 800 people were evacuated by helicopter along with 100-200 people rescued by various water craft.

Ed Mailhot, a volunteer in High River, was working to build a database of registered evacuees and those who are looking for them. Cellphone service was not restored until late Friday.

"There are a lot of loved ones out there that people can't find, or they don't know where they are," he said. "It's still chaos."

Alberta Premier Alison Redford has warned that communities downstream of Calgary have not yet felt the full force of the floodwaters. Medicine Hat, downstream from Calgary, was under a mandatory evacuation order affecting 10,000 residents.

As the sun rose in Calgary on Saturday morning it wasn't raining. Burrell said some of the 75,000 flood evacuees from more than 24 neighborhoods will be allowed back into their homes. He said the goal is to allow people from portions of six communities back into their homes on Saturday. Residents of a neighborhood in one of those communities ? the high ground portion of Discovery Ridge ?have already been allowed back.

About 1,500 people in Calgary went to emergency shelters during the flooding, while the rest of those evacuated found shelter with family or friends, Nenshi said. Schools and courts were closed Friday. Transit service in the city's core was shut down.

Dale McMaster, executive vice president of ENMAX, Calgary's power company, said Saturday that at least 30,000 customers remain without power.

Calgary's mayor said the downtown area remained off limits and employers will have to make arrangements to have staff work remotely until at least the middle of the week.

"It is extremely unlikely that people will be able to return to those buildings before the middle of next week," Nenshi said.

Prime Minister Stephen Harper, a Calgary resident, said he never imagined there would be a flood of this magnitude in this part of Canada.

The Conservative Party said Saturday that it has postponed its federal policy convention which was scheduled to begin Thursday at the Telus Convention Centre in downtown Calgary because of the floods.

"There are neighborhoods under water, so there is a lot of work we have to do to rebuild," said Michelle Rempel, a member of Parliament for Calgary Center. "Postponing the convention is the right thing to do for the people of Calgary."

Calgary, a city of more than a million people that hosted the 1988 Winter Olympics, is the center of Canada's oil industry.

About 350,000 people work in downtown Calgary on a typical day. However, officials said very few people had to be moved out, since many heeded warnings and did not go to work Friday.

A spokesman for Canada's defense minister said 1,300 soldiers from a base in Edmonton were being deployed to the flood zone.

The Mounties added that approximately 200 additional Royal Canadian Mounted Police personnel were deployed Saturday from other parts of Alberta to assist with evacuation, rescue, traffic safety and security operations,

Calgary was not alone in its weather-related woes.

Efforts were under way Saturday to move more than 2,000 people from their homes in a flood-prone part of northeastern Saskatchewan because of rising water levels.

Jurors in Trayvon Martin case face almost total seclusion

MIAMI (Reuters) - When the Trayvon Martin murder case goes to trial on Monday in Sanford, Florida, the jury will enter a world of almost total seclusion, separated from their friends and families, as well as laptops and smart phones.

"They are treated like prisoners," said Richard Gabriel, 53, a trial consultant and president of Los Angeles-based Decision Analysis who worked on the 1995 trial of disgraced former NFL star O.J. Simpson, who was acquitted in a double-murder case, and Casey Anthony, who was acquitted of killing her daughter in 2011.

The six jurors, backed by four alternates, will decide whether former neighborhood watch volunteer George Zimmerman, 29, should face up to life in prison for killing Martin in a case that sparked a national debate about self-defense, guns and equal justice.

Sequestration happens quite infrequently in trials and only in extraordinary cases that have received intense media coverage. "It seeks to create a more pristine environment for the justice system to proceed," Gabriel said.

"The whole purpose is to isolate you from the world," said Miami lawyer David Weinstein, a former state prosecutor. "They put you in a bubble - complete internet isolation."

Historically, sequestration was used to prevent juries from being influenced by family and friends, said Weinstein, but now is used to insulate them from the omnipresent modern media.

The Zimmerman jurors, cloaked in anonymity and referred to only by numbers in court, will be kept in a hotel, from which they will be transported to and from the court.

Television channels in their hotel rooms will be limited to restrict access to news about the trial, including late-night comedy.

During the Anthony trial, when jurors were sequestered in Orlando for six weeks, members of the panel were limited to taped movies and ate meals together.

Family contacts, including conjugal visits, are usually restricted to weekends. Internet access is limited to essential online bill payments.

In the Zimmerman trial the jury will spend the duration of the trial - an estimated two to four weeks - under the constant watch of the local sheriff's office.

A court spokeswoman said it will not discuss sequestration issues until after the trial is over, with one exception. "I will clear up one frequently asked question," said Michelle Kennedy, the court services administrator. "Jurors will not be required to share rooms with their fellow jurors."

The six members of the jury are all women, as are two of the four alternates.

"It can be both a uniting and a dividing experience. Some juries do a very good job and get on very well," Gabriel said.

The internal dynamics of sequestered juries can be complicated during long trials, such as the Simpson case, which lasted more than eight months.

"There's an internal pressure cooker," Gabriel said. "It depends on whether they get along. Some juries form factions."

The isolation can be so complete that juries are often surprised by the public reaction after it is over.

"The Casey Anthony jury were shocked when they heard how angry people were with the verdict," Gabriel said. "They felt they were following the law."

Getting to grips with migraine: Researchers identify some of the biological roots of migraine from large-scale genome study

June 23, 2013 ? Migraine is an extremely difficult disorder to study. Between episodes, the patient is basically healthy, making the underlying pathology very difficult to uncover. In the largest migraine study, an international team of researchers have identified genetic regions linked to the onset and susceptibility of migraine.

In the largest study of migraines, researchers have found 5 genetic regions that for the first time have been linked to the onset of migraine. This study opens new doors to understanding the cause and biological triggers that underlie migraine attacks.

The team identified 12 genetic regions associated with migraine susceptibility. Eight of these regions were found in or near genes known to play a role in controlling brain circuitries and two of the regions were associated with genes that are responsible for maintaining healthy brain tissue. The regulation of these pathways may be important to the genetic susceptibility of migraines.

Migraine is a debilitating disorder that affects approximately 14% of adults. Migraine has recently been recognized as the seventh disabler in the Global Burden of Disease Survey 2010 and has been estimated to be the most costly neurological disorder. It is an extremely difficult disorder to study because no biomarkers between or during attacks have been identified so far.

"This study has greatly advanced our biological insight about the cause of migraine," says Dr Aarno Palotie, from the Wellcome Trust Sanger Institute. "Migraine and epilepsy are particularly difficult neural conditions to study; between episodes the patient is basically healthy so it's extremely difficult to uncover biochemical clues.

"We have proven that this is the most effective approach to study this type of neurological disorder and understand the biology that lies at the heart of it."

The team uncovered the underlying susceptibilities by comparing the results from 29 different genomic studies, including over 100,000 samples from both migraine patients and control samples.

They found that some of the regions of susceptibility lay close to a network of genes that are sensitive to oxidative stress, a biochemical process that results in the dysfunction of cells.

The team expects many of the genes at genetic regions associated with migraine are interconnected and could potentially be disrupting the internal regulation of tissue and cells in the brain, resulting in some of the symptoms of migraine.

"We would not have made discoveries by studying smaller groups of individuals," says Dr Gisela Terwindt, co-author from Leiden University Medical Centre. "This large scale method of studying over 100,000 samples of healthy and affected people means we can tease out the genes that are important suspects and follow them up in the lab."

The team identified an additional 134 genetic regions that are possibly associated to migraine susceptibility with weaker statistical evidence. Whether these regions underlie migraine susceptibility or not still needs to be elucidated. Other similar studies show that these statistically weaker culprits can play an equal part in the underlying biology of a disease or disorder.

"The molecular mechanisms of migraine are poorly understood. The sequence variants uncovered through this meta-analysis could become a foothold for further studies to better understanding the pathophysiology of migraine" says Dr K?ri Stef?nsson, President of deCODE genetics.

"This approach is the most efficient way of revealing the underlying biology of these neural disorders," says Dr Mark Daly, from the Massachusetts General Hospital and the Broad Institute of MIT and Harvard. "Effective studies that give us biological or biochemical results and insights are essential if we are to fully get to grips with this debilitating condition.

"Pursuing these studies in even larger samples and with denser maps of biological markers will increase our power to determine the roots and triggers of this disabling disorder."

The zombies in "World War Z" are just actors ??but in the animal world, zombies are a fact of life. Evolution can come up with some fiendish twists: For example, there are some species that bend other creatures to their will to keep their bizarre life cycles going. Or just to feast on their delicious braaaains.

To celebrate the premiere of "World War Z," here's a top-ten list of zombies from the animal kingdom, finishing up with a particularly pernicious parasite that can pose a risk to humans:


Zombie ants: There are special kinds of?zombifying fungi that infect carpenter ants?in Thailand and Brazil. The fungus?grows into the ant's brain and compels it to climb down and clamp onto to the low leaves that provide the fungus with its favored breeding ground. After the ant dies, the fungus sprouts from its head and shoots out spores to infect other ants. But this zombie isn't invincible: Scientists recently discovered a different kind of fungus that can?castrate the zombifying fungus before it spreads.

Zombie bees: A parasitic fly known as Apocephalus borealis can inject its eggs into a honeybee's abdomen, where the fly larvae mature. The parasitized bees abandon their hives and walk in circles ? but eventually they fall over. "It really painted a picture of something like a zombie," says San Francisco State University's Andrew Core. About seven days after infection, the mature larvae burst out from the dead bees' bodies, renewing the gruesome circle of life. It gets worse: The zombie bees are spreading.

Zombie birds: Great tits look so cute when they're perched on a branch. You'd never know that they have a taste for bat brains. In Hungary, the birds listen for the calls sent out by the cave-dwelling pipistrelle bats when they rouse themselves from hibernation. Then they track down the groggy bats, crack their skulls open and eat their brains. Researchers found that the trick is passed down from one generation of great tits to the next, providing an example of cultural transmission in avian species. The great tits helped inspire the title of Becky Crew's book about bizarre biology, "Zombie Birds, Astronaut Fish and Other Weird Animals." ??

Zombie caterpillars: You don't want to be around when a zombified caterpillar turns to goo. There's a species of baculovirus that infects gypsy moth caterpillars and sends them up into the treetops to die. When the caterpillar's body liquefies, the ooze drips down onto other caterpillars?? creating more zombies. Scientists say a single gene in the virus interferes with the caterpillar's hormones, apparently triggering the uncharacteristic urge to climb during the day.?

Zombie crabs: A tiny barnacle called Sacculina?can latch onto male crabs?and blast them with so much estrogen that they dig empty nests, made to order?for the barnacle to lay its eggs inside. If the crab host happens to be a female, no problem: The barnacle merely wipes out the host's reproductive system, and then sets her digging.

A zombie cricket jumps into a pool and dies, which gives the mind-controlling parasitic worm inside the cricket its opportunity to swim away.

Zombie crickets: Parasitic hairworms have been known to invade crickets, take over their nervous system and then force their?buggy hosts?to drown themselves?so that the grown worm can swim out and look for a mate. Scientists aren't exactly sure how crickets pick up the parasite,?but it may involve ingesting water or bugs that contain hairworm larvae.

Zombie fish: What could be ickier than having a zombie crustacean eat out your tongue?? and then take its place in your mouth?That's what the beastie known as Cymothoa exigua does to spotted rose snappers. C. exigua latches onto the fish's tongue and sucks the blood out of it until it falls off. Then it attaches itself to the stub that's left behind, and changes its diet from blood to fish mucus. The fish and the parasite carry on that way for the rest of their lives. If you're freaked out by the "Alien" movies, do not look at this picture.

Zombie ladybugs:?Dinocampus coccinellae, a species of parasitic wasp, lays a single egg inside the abdomen of a ladybug. The wasp larva eats its way through the ladybug's insides, then pops out and spins a cocoon. End of story for the ladybug, right? Not necessarily. The ladybug often lives on as one of the undead, partially paralyzed on top of the cocoon. There's evidence that the wasp larva provides resources to keep the ladybug alive, while the ladybug provides an extra layer of protection from bugs that might otherwise eat the larva.?

Zombie spiders: Another kind of zombifying wasp targets the orb spider known as Plesiometa argyra. The wasp temporarily paralyzes the spider, lays an egg on the tip of its abdomen, and leaves it to mature. The orb spider goes about its business, weaving its usual circular webs ? until, one night, the wasp larva sends a chemical signal to the spider's brain. The spider spins a weird-looking web, seemingly designed to provide shelter from rain, wind and predators. The next day, the larva kills the spider ??and moves into the home it programmed the spider to build. ??

Zombie rats ... and humans??The most insidious zombie of the animal world may well be the tiny parasite called Toxoplasma gondii, or Toxo for short. This parasite can reproduce sexually only in cat intestines, which poses a challenge when the little critters wind up in cat poop. Here's how Toxo gets back inside the cat: When mice or rats nibble on the poop, they also gobble up some of the Toxo parasites. The parasites migrate to the brain, where they release chemicals that make the rodents lower their guard when they're around cats. Scientists think that Toxo-infected mice start to regard the smell of cat pee as something sexy rather than a cause for alarm. The cats eat the smitten rats, and the Toxo life cycle begins again.

The scary part is that Toxo can find its way into the human nervous system as well. About 30 percent of the world's population is thought to be infected. Pregnant women should be careful about avoiding infection, because the parasite can pose a risk to the unborn baby. There's also some evidence of a connection between Toxo and changes in mood or personality, and perhaps even conditions such as schizophrenia or bipolar disorder. The linkage isn't rock-solid, and most of those who are infected suffer no apparent effects. But if you need a plot device for your next zombie-movie script, Toxo is a good place to start.

FAA expected to relax ban on gadgets on takeoffs and landings

Don't expect to make phone calls, though, even if e-readers and tablets approved for takeoff and landing

You might no longer have to worry whether you shut off that gadget as your plane takes to the sky. The Wall Street Journal is reporting that the Federal Aviation Administration -- in part to get with the times and in part because so many passengers don't actually shut down everything with an on/off switch -- will relax the blanket ban on some personal electronic devices below 10,000 feet.

The policy shift, which hasn't been officially announced yet, isn't expected to address phone usage, so it's unsure yet whether airplane mode would suffice, or whether you'll have to tuck away anything that doesn't look like a small tablet. And that could get interesting given that half of all new Android smartphones essentially are small tablets. It's also not yet known whether you'd have Wifi access during takeoff and landing.

A formal decision isn't expected until the fall.
